Each component of the Bushlight India Model has been extensively documented. The purpose of doing so was to be able to specify a standardised approach that people could be readily trained in and easily replicated. Process guides, user manuals, hardware interfaces, fixed document formats, and structured design and analysis tools based on international best practice are the ways in which quality and consistency of information and approach can be maintained during the rigours of actual implementation in the field. The following table details all of the major resources and tools developed by the Bushlight India Project and which underpin the Bushlight India Model. They are sorted according the stage of the model they apply to.

VILLAGE SELECTION |

Village Energy Planning - Facilitators Manual Comprehensive manual for facilitators of the Village Energy Planning (VEP) component of the Bushlight India Model including an overall description of the model and where the VEP fits in it, an overview of Bushlight India systems, and sequential, step by step instructions on how to carry out each stage of the VEP process, with checklists, example images and image of all required resources. Templates for village resolutions and institutional management structures also included along with a suggested Service Terms and Conditions agreement. |

Village Survey Survey form used during the village survey component of the VEP for the collection of community level data about location, access, festivals and existing community structures. This information feeds into the Detailed Village Profile and the system design process. |

Energy Budget Survey Survey form for use during the energy budgeting component of the VEP. Including forms for households, commercial establishments and community buildings, the survey looks at building occupancy and use, livelihoods, income and expenditure and current energy use. Survey is done in conjunction with actual energy budgets. |

Menu of Appliances A3 format chart showing the main appliance icons and their relative energy consumption (in blue stars) for time used. This is used as a reference chart during the construction of energy budgets. Oriya, Bangla and Hindi versions. |

Appliance Icon Stickers A3 sheets of stickers of appliances icons and their relative energy consumption (in blue stars) for time used. These are cut out and used to construct individual energy budgets on floorplans. Stickers are stuck down when final budgets are agreed. Oriya, Bangla and Hindi versions. |

Energy Budget Floorplans A3 sheets on which basic information about the building and its occupants are documented, a floorplan is drawn and an energy budget constructed using the Appliances Icon Stickers. Final Budget service level is identified and an agreement between the user and the system owner signed on the reverse. (filled in version shown) Oriya, Bangla and Hindi versions. |

Detailed Village Profile (DVP) Excel spreadsheet wherein data collected during the VEP is entered and collated into a final report document which is used as the main reference for the system design process. The DVP holds all the baseline information for any future impact assessment. |

System Design Parameters Report documenting the system design parameters and modalities used to design Bushlight India village solar energy systems, including source of input data and an insight into the methodology of the design process. |

System Design Tool Excel spreadsheet, standardized system design tool based on international best practice, specifically developed for the Bushlight India Model. Utilising information from the DVP, this tool has been developed to design cost-effective, optimized PV based energy systems that meet the electrical energy needs identified during the VEP. |

Life Cycle Costing Tool Excel spreadsheet analysis tool comparing the life cycle costs of various options for village electrification for any one site: a Bushlight India village solar energy system; individual solar home systems, diesel generator system, and grid connection. |

Lighting Comparison Chart A3 chart showing the various pro’s and con’s of the various luminaire options. This is a reference document developed to assist in the selection of luminaires to be used. |

Supply and Installation Tender Tender document including detailed specifications (text and all drawings) of all civil works as well as all materials to be supplied and how and where they are to be installed. Also includes contract documentation for the supply and installation of the system and details regarding timelines, quality of work, experience and skills of contractors and sub-contractors, payments schedules and milestones, and resolution processes should services rendered not be as quoted, amongst other things. |

System Maintenance Tender Tender document including detailed specifications regarding the cost and regularity of scheduled maintenance services to be provided, as well as a scope of works, and the arrangements and costs associated with provision of unscheduled maintenance services. |

This is a tool to ensure all work meets the standards as laid out in the supply and installation contract; and to apply a quality verification process during commissioning which ensures that any work not meeting these standards is identified for rectification before a final certificate of completion is issued. |

Energy Budget Agreements Compendium of all energy budgets in the village. Each page shows the household/ building, gives the name and the service level, has an image of the completed energy budget floorplan and a scanned copy of the signed agreement. This is for the management committee/cooperative, however individual copies also go each consumer. |

Energy Budget Posters A3 laminated posters of each household, showing the consumer holding their completed energy budget agreement with the selected service level shown in text and blue stars. Individual copies go to each consumer. |

Energy Budget Tracking Chart Logbook used for tracking the energy budgets allocated to the various connection throughout the village. It includes a system layout map showing all connections and a list of all consumers (image, name and number) and a list of building numbers with current budget. Used for monitoring budgets as they change to ensure total allocation does not exceed system capacity. |
